WHO Faces Major Staff Reduction Following US Financial Withdrawal

The global public health agency has announced plans to reduce its staff by almost a quarter – totaling over two thousand positions – before mid-2026.

Financial Shortfall Triggers Major Reorganization

The move follows after the United States, previously the organization's largest donor, pulled out funding earlier this period.

The US government had been responsible for about eighteen percent of the agency's total funding, creating a substantial budgetary gap.

Projected Staff Cuts

Based on internal estimates, the workforce will decrease from 9,401 posts in January 2025 to around 7,030 by mid-2026.

This reduction of two thousand three hundred and seventy-one posts includes job cuts, employees retiring, and natural attrition.

"This year has been among the toughest in WHO's existence, while we have navigated a challenging but essential journey of prioritisation and restructuring," stated the agency's leader.

Budget Shortfall Persists

The Geneva-based organization currently confronts a funding shortfall of $1.06bn for the 2026-2027 period, representing nearly a fourth of its required funding.

The figure marks an reduction from a previous estimated shortfall of 1.7 billion dollars noted in May.

Excluded Finances

The budget projections do not include a further $1.1bn in expected contributions from ongoing negotiations with various contributors.

The representative for the organization noted that the current unsecured part of the budget is in fact lower than in earlier years, attributing this to multiple factors:

  • Reduced overall budget
  • Initiation of a new donor outreach effort
  • An increase in participating countries' mandatory contributions

The restructuring initiative is currently approaching its end, paving the way for the agency to progress with a reshaped operational model.
